NEWS: Aabenraa approves DKK 20 million investment in Technical Water company

On 25 February 2026, Aabenraa’s City Council unanimously decided to invest 20m DKK (€2,7m) in a dedicated limited company for technical water under Arwos Holding A/S. The decision secures the development of technical water infrastructure to Kassø - a prerequisite for large-scale Power-to-X and water-intensive industrial projects - and strengthens Aabenraa’s position as Denmark’s leading circular industry hub.

At its meeting on 25 February 2026, the City Council formally requested Arwos Holding A/S to establish a new private limited company dedicated to technical water. The municipality will inject DKK 20 million into the company to accelerate implementation and ensure that industrial projects currently in development in Kassø can be realised.

Technical water is a newly defined water classification for uses other than drinking water. It is essential for water-intensive industrial processes, including PtX facilities and data centres. By enabling the reuse of treated wastewater instead of abstracting groundwater, the model protects a critical natural resource while creating a circular industrial input aligned with Denmark’s green transition goals.

The initiative also introduces a new infrastructure layer within Kassø - Denmark’s largest nationally designated industrial park - designed to support sector coupling and large-scale renewable energy utilisation. Companies have already signalled demand for secure and predictable water supply, making technical water a decisive enabler for final investment decisions.

Importantly, Danish legislation requires full financial separation of technical water activities. The new company’s operations cannot be financed by existing utility consumers, ensuring transparency, regulatory clarity and responsible governance.

Combined with large-scale renewable energy production, strategic zoning and strong municipal backing, the establishment of technical water infrastructure reinforces Aabenraa as an investment-ready location for green industry, circular production and next-generation energy technologies.
